Odesa, April 27, 2015 – Vyacheslav Polyasny, Head of Health Department at State Administration presented a briefing on the project “Stenting for Life”.


Vyacheslav Polyasny told about a new regional project, which involves the provision of free medical care to all patients with acute myocardial infarction. It is unique, first of all, the fact that it’s free. In the absence of finance to implement such a project was very difficult, but at the initiative of the head of the Odesa regional administration Igor Palytsya, due to medical subventions, managed to do it.


According to Vyacheslav Polyasny, provided more than 20 million UAH for medical care of these patients. Each year suffer from a heart attack in about 2.5 thousand people. Of these, 300 died, without waiting for the first contact with a health care provider. About the same number die in hospitals. And a lot of people left disabled.


This is mainly active people of working age 45-65 years, usually men. Therefore, this problem has irreparable economic and humanitarian damage to our population.


Vyacheslav Polyasny said that throughout the world, this problem is solved by the active care. It is important the quick arrival of emergency, active medical support on the road, coronary angiography (study of the state of the heart vessels), stenting. All this is done in order to minimize the adverse impact of the disease on the heart muscle, prevent the development of necrosis, to minimize the affected area to people as much as possible, in a shorter period could begin active life, and social losses would be minimal.


The project includes work on a clear scheme, if the patient suffered an acute myocardial infarction. This European, American Standard, which assumes within two hours after the treatment the patient to health care workers, the arrival of the ambulance, accompanying him in the hospital, holding all necessary clinical procedures, minimally invasive surgical intervention – stenting, when placed in a certain vessel prosthesis, which provides adequate blood flow in the heart vessels and allows a person in 2-3 days to recover with minimal losses, to undergo rehabilitation and will soon begin normal activities.


Vyacheslav Polyasny noted that the project is supposed to complete the free provision of all necessary medicines at all stages of care: the ambulance, medical escorts, stay in the emergency room, intensive care unit. All this is financed from the budget.


According to the official, the treatment of each patient, will cost the state about ​​two thousand dollars, however, the treatment of such patients will be completely out of the budget.


Vyacheslav Polyasny called the first signs of myocardial infarction – namely, chest pain, pain radiating to the shoulder, under the shoulder blade. In this case, people need to call an ambulance and not be afraid. Ambulance quickly come to give a quick help and will take to a regional hospital.


According to forecasts of physicians, the project will reduce mortality from this serious disease from 20% to 3%, reduce disability and terms labor losses from 65 to 10 days. Odesa region introduces European standard of care for this disease.


According to Vyacheslav Polyasny, almost all patients now become disabled of 2 and 3 groups after a heart attack. The project will reduce disability in 2 or 3 times.


In the area there are staff, desire, equipment to deal with a heart attack, and then, finally, was found an opportunity to finance the project. Previously, many patients refused to go to the hospital and do the surgery because of the high cost of treatment. From May 1 to treat a heart attack will be completely free and by the most modern methods.


For remote areas will be running thrombolysis program, it is the introduction of special preparations that enhance permeability of the blood vessels of the heart. Also, according to Vyacheslav Polyasny, there are prospects for the autumn to create a similar center in Izmail to assist the population of Bessarabia.
