Regional Archive collects evidence about the life of soldiers killed in the ATO


Odesa, March 19, 2015 – Galyna Uspenska, head of the National Archival Fund and Records of the State Archive of Odesa region; Vadym Hmarsky, Doctor of Historical Sciences, Vice Rector of Odesa National University n.a. Mechnikov, member of the Public Council under the State Archive; Serhiy Yermoshkin, chairman of the Odesa Regional Roma Congress, member of the Public Council under the State Archive, held a briefing on “The State Archive of Odessa Region: Challenges and Prospects”.


Galyna Uspenska said that in the department, which she directs, there are five people. They provide the content of the National Archival Fund documents from Odesa region, provide priority right to purchase the rare documents, organize the examination of documents.


National archive – a collection of documents, which are a national treasure. It is also an important resource of all-Ukrainian and part of the World Heritage. The Fund consists of state documents, documents of various organizations and citizens’ personal documents.


Department is considering the sources of the National Archival Fund, form the list of organizations that transmit documents for storage, as well as those that have documents, but do not transmit them to their elimination, as well as organizations that do not transmit the documents for storage.


Archive interacts with entities in the following areas: expert commissions, training of the employees of archival units. So, they conducted training for the prosecutor’s office, ONMU, RI “Storm”, the Association of Ukrainian ports.


Employees of the National Archival Fund audit organizations, which are the sources of formation of NAF, and those organizations that may become so.


The archive contains more than 13,000 funds, of which 157 are private funds established by individuals. They are particularly valuable because of them can gather a lot of unique information about the people who worked in our area.


Since last year formed a collection of documents of ATO participants, who died during the fighting. Archivists say they want more information, and therefore call upon all, who have information about our fallen soldiers, report it to the archive, so that these people will forever remain in the history of Ukraine.

Vadym Hmarsky said that now society is not realizing the value of the archives. It’s not just paper. In the information society, in which we now live, the value of information will only increase. We constantly look to those materials which can show us the past. Society is for a long time and hardly rebuilt. Especially now, when we are faced with the problem of the formation of a civil society. The functioning of state institutions and public reaction to them – this is part of that society. Any organization should have a civilian support. For example, in the form of public councils.


Public Council under the regional archive is building its work very correct. This is not just an oversight committee. Now the demand for archive is very large. Not always it handles all requests, and with this can help a public council. For example, now public figures help to bring to an end the projects that were not completed previously. Among them, the collection of famines eyewitnesses’ memories.


Serhiy Yermoshkin told that the state will never build a civil society on its own initiative. Build it should, and will ourselves. No state is interested in another structure, especially one that controls it.


Any state is interested in archiving their activities. In this case, the FIA, forming a fund does not partition where Ukrainians, and where other nations. In 2002, in the region was realized a project of the OSCE to monitor the status of work, conducted with national minorities. Within its framework, it became clear that there are documents in the archives of national ethnic policy only from the public authorities. The other side is that the actual representatives of national minorities there were not represented. Therefore, there appeared the idea to create a parallel archive of ethnic minorities of Odesa region. But it turned out that there is no staff or other opportunities. It was therefore decided to ask for help the State Archive. Working title: “History of the nationalities of Odesa region”. Meaning of the idea: to generate at regional archive separate fund or a separate collection of documents, provided by the representatives of national minorities.


Galyna Uspenska told that the documents are examined and determined values, whether they will be transferred to the NAF or not. Harder is with personal values. There want to recognize all unique. But it often happens that at the national level is not recognized the uniqueness of the very important things and evidence at the local level.


Serhiy Yermoshkin noted that we have to decide which document is more significant and which less. And we gradually come to such a reform of archival business.


Galyna Uspenska adding as an example that employees want to archive the Soviet period, so that it has remained in history. People to see certificates, coupons for travel, other things that tell about the era. In our opinion, such items may not have any value, but for historians, they can be very important, because they talk about what life was at the time.


This year marks 95 years of archive. Therefore, there will be many exhibitions in various museums of Odesa, including local history, literature, museum of history of the Jews.
